What does 'cloud firewall' mean here?

Two related things. Protection delivered from the cloud rather than from hardware at each location, and protection applied to workloads running in cloud environments. Both are managed from the same place.

Do we still need equipment at each site?

Cloud-delivered policy reduces how much has to be configured and maintained locally. What remains at a site depends on your connectivity and architecture, which is worth reviewing before you plan a change.

How does this handle remote workers?

Policy follows the connection rather than the building, so staff working from home or elsewhere can be covered by the same rules as the office. Specific options depend on the configuration selected.

Can we manage everything from one place?

That is the point of the model: one control layer for every protected network, site and workload, so a change applies consistently instead of being repeated device by device.

Does it scale as we add locations?

Adding a location is a configuration change rather than a hardware project. Scale, capacity and available features depend on your plan and architecture.
